Are you an experienced programme leader looking to deliver one of the most significant public sector transformation programmes in the East Midlands?

The East Midlands Combined County Authority (EMCCA) is seeking an ambitious and strategic Programme Manager – Public Safety Integration to lead the mobilisation and delivery of the Public Safety Integration Programme. This high-profile programme will oversee the transfer of Police and Crime Commissioner (PCC) functions and Fire and Rescue Authority (FRA) responsibilities into the Mayoral Combined Authority in 2028.

This is a unique opportunity to shape the future of public safety governance across the region, working with senior leaders across policing, fire and local government to deliver a complex programme that will create lasting benefits for communities across the East Midlands.

Working closely with the Director of Strategy, Reform & Insight and with the Offices of the PCCs, the Fire and Rescue Authorities and the Chief Fire Officers, you'll lead programme mobilisation, embed governance arrangements, coordinate delivery across multiple organisations and ensure the programme remains on track to deliver its objectives.

About the Role

As Programme Manager – Public Safety Integration, you will lead the design, mobilisation and delivery of the Public Safety Integration Programme from inception through to implementation.

You'll establish programme governance, develop the programme roadmap and target operating model, oversee programme risks and dependencies, and ensure workstreams are effectively coordinated across EMCCA, Police and Crime Commissioner offices, Fire and Rescue Authorities and wider stakeholders.

This is a fast-moving, high-priority programme requiring an experienced programme manager who can quickly establish credibility, work at pace and deliver against demanding timescales within a politically sensitive environment.

What You'll Be Doing

As Programme Manager, you will:

  • Lead the mobilisation and delivery of the Public Safety Integration Programme.
  • Build effective relationships with senior stakeholders across partner organisations.
  • Establish programme governance, assurance arrangements and programme controls.
  • Develop and maintain the programme roadmap, delivery plan and risk register.
  • Coordinate workstreams across EMCCA, PCC offices and Fire & Rescue Authorities.
  • Provide strategic advice and reports to senior leadership, Boards and Committees.
  • Lead programme planning, resource coordination and dependency management.
  • Identify and manage programme risks, issues and mitigation strategies.
  • Ensure delivery milestones are achieved within agreed timescales.
  • Champion continuous improvement, collaboration and best practice throughout the programme.

About You

We're looking for an experienced programme professional who thrives in complex environments and can confidently lead large-scale transformation programmes.

You will have:

Essential

  • Extensive experience leading large, complex programme delivery.
  • Proven ability to hit the ground running within fast-paced programmes.
  • Experience delivering programmes to challenging deadlines.
  • Strong programme governance, assurance and risk management experience.
  • Experience operating within politically sensitive and highly governed environments.
  • Excellent stakeholder management and influencing skills.
  • Experience leading multidisciplinary teams and matrix working.
  • Excellent written and verbal communication skills, including preparing reports and briefings for senior leaders.
  • Relevant professional qualification or equivalent experience.
  • Strong leadership skills with a collaborative and inclusive approach.

Desirable

  • Experience working with Police, Fire and Rescue Services, Combined Authorities or wider public sector organisations.
  • Programme or project management qualification (e.g. MSP, PRINCE2, APM).
  • Knowledge of public sector transformation, governance or organisational integration.
