Help shape the digital future of the East Midlands

At the East Midlands Combined County Authority (EMCCA), we are working to make our region more prosperous, sustainable and fairer — helping our people and businesses create and seize opportunities.

Digital technology is central to how we achieve that ambition. We are looking for an experienced and forward-thinking Microsoft Product Officer to lead the development, adoption and continuous improvement of our Microsoft 365, digital workplace and AI-enabled technologies.

This is an exciting opportunity to play a key role in shaping how colleagues across EMCCA work, collaborate and innovate.

The role

As our lead specialist for Microsoft 365 and modern workplace technologies, you will develop and deliver the vision and roadmap for collaboration, automation, digital productivity and AI.

You will work closely with senior leaders, Heads of Service, colleagues and technology partners to identify opportunities to simplify processes, improve ways of working and maximise the value of EMCCA's investment in digital technology.

The role combines strategic leadership with hands-on delivery. You will take ownership of the Microsoft 365 product lifecycle, ensuring our services are secure, well governed, user-focused and aligned with organisational priorities.

You will also lead our Digital Workplace and AI Centre of Excellence, helping EMCCA explore and adopt emerging technologies such as Microsoft Copilot and other AI-enabled services safely, effectively and responsibly.

What you'll be doing

Your responsibilities will include:

  • Leading the development and continuous improvement of EMCCA's Microsoft 365, Digital Workplace and AI roadmap.
  • Designing and delivering digital solutions using Microsoft 365, SharePoint, Teams, OneDrive and Power Platform, including Power Apps, Power Automate and Power BI.
  • Developing automation, workflows and reporting solutions that improve efficiency and reduce manual processes.
  • Acting as the senior specialist and escalation point for complex Microsoft 365 issues.
  • Owning the end-to-end lifecycle of Microsoft 365 services, including roadmaps, service standards, adoption targets and benefits realisation.
  • Leading the identification, evaluation and adoption of emerging technologies, including Microsoft Copilot and AI-enabled services.
  • Establishing standards, governance and best practice for Microsoft 365, Power Platform and AI.
  • Working with Directors, Heads of Service and stakeholders to identify opportunities for digital transformation and productivity improvements.
  • Designing and delivering training, workshops and digital adoption programmes.
  • Developing digital champions and supporting colleagues to build their own digital solutions.
  • Producing clear, accessible guidance and support materials in plain English.
  • Ensuring Microsoft 365 and AI services meet information governance, data protection, records management and cyber security requirements.
  • Monitoring service performance, user adoption, satisfaction and business benefits.
  • Managing relationships with Microsoft and strategic technology partners, including optimising licensing and technology investment.
  • Representing EMCCA at relevant regional and national digital, Microsoft 365 and AI forums.

About you

We're looking for someone who combines strong Microsoft 365 expertise with strategic thinking, excellent communication and a passion for improving how organisations work.

You will have substantial practical experience of Microsoft 365, including Teams, SharePoint and OneDrive, alongside experience developing solutions using Power Platform.

You'll also have experience of developing digital workplace or digital transformation strategies and managing technology products or services through their full lifecycle — from roadmap development and implementation through to performance measurement and benefits realisation.

You'll be comfortable working with senior leaders and stakeholders, translating complex technical concepts into clear, practical advice and building support for new technologies and ways of working.

We're particularly interested in people who can demonstrate:

  • Strong problem-solving and technical troubleshooting skills.
  • Experience delivering digital adoption and organisational change.
  • The ability to manage competing priorities and deliver to deadlines.
  • An understanding of information governance, data protection and security requirements, including UK GDPR.
  • Excellent communication and interpersonal skills.
  • Experience administering Microsoft 365 at organisational level.
  • Experience producing management information, performance metrics and benefits reporting.
  • Experience working in local government or the wider public sector is desirable.

You will hold a relevant degree-level qualification in IT, digital services or a related discipline, or have equivalent practical experience, alongside evidence of continued professional development with Microsoft technologies.

Microsoft 365, Power Platform or Copilot certifications — or a commitment to working towards them — would be an advantage.

Why join EMCCA?

This is more than a Microsoft 365 role. It's an opportunity to help shape the digital workplace of a new organisation and make a tangible contribution to how EMCCA delivers for the people, businesses and places of the East Midlands.

You'll have the opportunity to:

  • Shape the future of Microsoft 365, digital workplace and AI across EMCCA.
  • Lead innovation and responsible adoption of emerging AI technologies.
  • Work directly with senior leaders and services to deliver meaningful organisational change.
  • Build a culture of digital confidence, collaboration and continuous improvement.
  • Establish and lead a Digital Workplace and AI Centre of Excellence.
  • Represent EMCCA and share learning with regional and national partners.
  • Turn ideas into practical solutions that deliver measurable benefits.
